How to Transfer Your Student
Transfers are required for students to attend a school other than their “home school.” Under Oregon law, every residential address is geographically tied to a specific elementary, middle, and high school within a local school district.
Unless a student applies for a transfer or enrolls in a private or charter school, the "home school" is where they are legally entitled to receive a free public education.

INTER-DISTRICT TRANSFERS
Application Window: April 1 – May 15, 2026
- Transfer Into the District: Up to 165 slots are available for students who live outside the district. Transfer decisions depend on available space at individual schools and classrooms.
- Lottery Process: If the number of applications exceeds available space in the requested grade level at the school of choice, a lottery will be conducted to determine which students are offered a transfer.
- Transfer Out of the District: Zero slots are available for release. Only hardship requests will be considered.
- Decision Timeline: Most transfer decisions will be made by June 14, 2026. Incoming kindergarten applications may be held until mid-August to allow time for final enrollment and classroom planning.
Transfer Into the District
The School Board has approved up to 165 inter-district transfer placements for students who live outside the district and wish to attend our schools.
Placement is based on available space at individual schools and in specific classrooms. If more applications are received than space available, a lottery process will be used to determine which students are offered transfer placements.
Transfer Out of the District
The School Board has not approved any release slots for students who live in the district and wish to attend school in another district.
Because of this, the district will only consider hardship requests for students seeking release to another district.
Hardship is defined in OAR 582.321.0019(1)(c) as used in this rule:
- The student is impacted by a parent or guardian's military deployment;
- The student is experiencing instability related to homelessness or foster care placement;
- The student has a documented medical condition that necessitates transfer;
- Death of a student's parent;
- The student does not have access to safe and affordable childcare in the resident district; or
- The student is involved in a documented case of severe harassment, intimidation, bullying or cyberbullying.

NOTE: Transfers are not effective until BOTH Forest Grove School District and the non-resident school district have approved the request.

IN-DISTRICT TRANSFERS (FGSD SCHOOL TO FGSD SCHOOL)
The in-district transfer process is for families who live within the Forest Grove School District and wish to request that their student attend a different school within the district than their assigned home school.
Important Requirements
- Students must first be enrolled at their assigned home school before submitting an in-district transfer request.
- Transfer applications must be submitted to the student’s home school, not the requested school.
- Placement at another school is not guaranteed and depends on available space at the requested school and grade level.
Kindergarten Requests
Requests submitted for incoming kindergarten students may be held until after the start of the school year to allow time for final enrollment and classroom placement planning.

FOREST GROVE COMMUNITY SCHOOL
Forest Grove Community School is a charter school within the Forest Grove School District boundary area. Charter schools are public schools that receive public funds under a written agreement, or charter, that outlines student performance goals and educational services that the charter school will provide. Charter schools are independent legal entities governed by their own board of directors, and they have their own admission procedures.
