Health Reimbursement Account (HRA) Information

Health Reimbursement Account (HRA) Information

An HRA is an employer-funded plan that reimburses employees tax-free for qualified medical expenses. This is not an employee-held account, employees are reimbursed after an eligible expense has been incurred. Eligible expenses include Deductible and Out-of-Pocket expenses on a qualifying HRA plan.

New for the 2025-26 plan year, reimbursement is now automatic with no action needed from you at the time of the service. Staff must complete the OneDigital Direct Deposit form in order to be reimbursed. Please send forms to the District Office or inter-office them to HR in a sealed envelope. You may also register on the DBS site and add your direct deposit information under the "Enrollment" tab.

If you have previously completed this form, you do not need to fill it out again.

Since this is an employee-owned account, your contributions roll from year to year and you take the account with you, even if you enroll in a different plan in the future.

Optional (Voluntary) Insurance

Voluntary Insurance

The following voluntary insurance is offered to employees through OEBB:

Accidental Death & Dismemberment (AD&D) Insurance
Group Life Insurance
Short Term Disability Insurance

The cost of any voluntary insurance is the responsibility of the employee. The premiums will be withheld from your paycheck if you enroll.

For information regarding voluntary insurance plans, including plan summaries, needs estimators, and premium calculators, visit The Standard's OEBB site.

* An employee electing to not enroll in voluntary Short Term Disability when initially eligible (when hired) will be subject to a late enrollment penalty upon enrollment. This means that if you file a claim for any condition other than an accidental injury during the first 12 months your coverage is effective, Short Term Disability benefits will not become payable until after you have been continuously disabled for 60 days and remain disabled.

Paid Leave Oregon

Paid Leave Oregon (Paid Leave) is a program that provides eligible employees:

Up to 12 weeks of paid leave for family, medical, or safe leave
Up to two additional weeks of paid leave for limitations related to pregnancy, childbirth or a related medical condition, including lactation

Paid Leave pays employees a percentage of their wages while on leave. Employees have the right to continue health care benefits while on Paid Leave (employees are still responsible for their voluntary portion of their premiums). Paid Leave generally protects an employee’s job and role when they take Paid Leave if they’ve worked for the same employer for at least 90 consecutive days.

If you will are anticipating a leave of absence:

Notify HR as soon as possible that you will be out on an Oregon Paid Family Medical Leave.
Fill out a Protected Leave form and send it to the HR office.
Indicate on the Protected Leave form if you want to backfill your pay under Oregon Paid Leave with your sick leave and/or personal leave.

- - All absences for an Oregon Paid Leave should be communicated with your supervisor following your normal absence reporting process and entered in Frontline as OR PFML Long Term or OR PFML Intermittent.

- - Pay will be docked from your paychecks while you are receiving pay from Paid Leave Oregon. The law allows you to use your paid leave to make up the difference between your dock and the amount that you are paid under Paid Leave Oregon. You MUST indicate that you want to do this on the Protected Leave form.

- - While on Paid Leave Oregon, you are responsible for your voluntary portion of insurance premiums.

- - A PERS member cannot earn service credit for any month in which they are reported as on a leave without pay (OR PFML absences of 11 or more business days in a calendar month are reported as leave without pay).

403(b) and 457 Retirement Plans

403(b) Tax Sheltered Annuity (TSA) plans generally serve as a voluntary retirement savings designed to supplement retirement benefits available from State pension plans and Social Security.

How do I set up a 403(b) account?

Review the approved vendors on the Salary Reduction Agreement, below, and contact a financial planner or the vendor directly to set up a 403(b) Tax Sheltered Annuity (TSA), or 403(b) Roth Account. Once the account is active, submit the Salary Reduction Agreement to the payroll office to begin monthly contributions from your paycheck.

How can I make a change to an existing 403(b) contribution amount?

If you would like to make a change to an existing deduction, please complete the Salary Reduction Agreement and forward it to the payroll office.
